- I can't see any real problem. The only reason for initially calling it Rulers and Heads of State of ... was to indicate that for at least part of the list the incumbents, whilst being part of the same list, actually couldn't be considered Heads of State as we would recognise them today. Hence there are some pages "Rulers of ..." and others "Heads of State of ..." and those which span the two concepts "Rulers and Heads of State of ..." This also has the advantage of being found in searches regardless of which term is used as the search criteria. --JohnArmagh 18:03, 16 Jun 2005 (UTC)
